See the agenda →ROPAT 2026 gives public transport operators the opportunity to present their investment priorities directly to the ministries, managing authorities and institutions that will shape and run the next funding programmes.
The discussion starts from the reality on the ground: what needs modernising, which investments are urgent, which types of expenditure should become eligible and what funding conditions are needed for projects to be delivered and operated sustainably.
The programme and each speaker's session are listed in the agenda.
ARSC is a member of the Cohesion Policy 2028-2034 Working Group, coordinated by Romania's Ministry of Investments and European Projects.
ARSC is the National Contact Point in Romania for the Smart Communities Network, a programme supported and coordinated by the European Commission.
ROPAT - National Public Transport Congress is a national platform dedicated to passenger public transport. It brings together central and local government, regulators, intercommunity development associations (ADIs) for transport, public and private operators, manufacturers, integrators and technology suppliers.
The 4th edition takes place in Bucharest, with the Federation of Urban, Suburban and Metropolitan Passenger Transport Operators (TUSMC) as main partner. Four days, with a programme that runs from public policy discussions to a visit to the depot.
ROPAT is more than a conference. It is a working forum for direct dialogue between the executive teams of Romania's transport operators, representatives of public administration and of the institutions that set public policy and budgets, and the companies that supply solutions and services to the sector.
The event is organised by the Romanian Smart City Association (ARSC). The Smart City Romania community has 10 years of continuous activity and brings together more than 450 members and partners, over 200 of them central and local authorities. The Smart City Map of Romania documents more than 1,700 Smart City and Smart Village projects and initiatives.

The 4th edition offers five partnership levels. Benefits include brand visibility, exhibition space and accreditation. Some packages include a contribution in a clearly identified slot of the programme and reserved seats at the welcome dinner.
Representatives of public institutions attend the main conference free of charge, subject to availability. Institutional partner status and the use of an institution's visual identity are agreed separately, once the institution confirms. ARSC members receive a 12% discount on any package.
Commercial partnership does not influence editorial selection and plays no part in the awards. Partner status does not guarantee a place on a panel or an award. Speaker selection and the awards are handled separately from the commercial relationship.
Attending the conference on Thursday 19 November is free of charge, subject to availability and prior registration. Fill in the form on the Register page. Access to Wednesday's dinner, the Awards Gala and Saturday's visits is by personal invitation or through the partnership packages.
